Not necessarily Iranian; could be Afghani. I can't keep them apart very well, but that leaf occurs on a few Afghanistan civic issues.

Very similar designs exist for both Iran and Afghanistan, on this coin we can read the quite full mintname : "Kabul", so it is afghan..
