I think its British, I found another was sold on UK eBay - some time back as the image has gone - although I managed to find it.

I found another very similar token for The People's Cooperative Society Ltd. Brass 23mm. This is listed in the British Co-op Soc. book but no location given.

This co-op can be seen here. dated to 1897-1901 and formerly Tower Hamlets Industrial Co-operative Society Limited 1882-96

So it seems its a short-lived Society in the London area, or, it changed names once again. ...so more research is needed!

I still think the design is British rather than American, the Wigan address seems a good bet and there may be other places in the Lancashire area if so.
