Officially no circulation from RBI for these 2 coins. But Alipore Mint coins I have seen on FB

As of now,  Kolkata Mint has started dispatch of only Sant Tukaram re-struck proof and unc set.

Syama Prasad Mookerjee and Lal Bahadur Shastri are still few days away

I received the sant tukaram proof and unc set on saturday, I COMPARED THE SET WITH THE older sets online pictures , there seems to be no visible change , not even a re strike indicator.

the quality of the packing seems bad and the packing was not glued properly , the 2 rs coin was out of its place

Thats strange, I was expecting some indicator of the re-strike ... the mints continue to amaze me ... doing all kinds of strange things ...

What is also now confirmed is that UNC is a 4 coin set, compared to the First strike that was a 3 coin set in UNC

If you are asking if Rajgor will classify this as a new set, well yes for UNC as one can easily distinguish between the old and new one, 3 coins vs 4 coins.
Always remember its upto collectors to create their own lists or follow lists published by other that may or maynot make sense.
