Shaheed Bhagat Singh Rs. 5 Steel coins are now in my possession (Hyderabad mint). Attaching pics!

I am wondering why is the quality of minting so poor for these coins?

I bought UNC coins from a dealer. This is a business strike from a packet of 100 coins.

Guess what! Today I discovered in my packet an unreported Hyderabad Rs. 5 Bhagat Singh coin struck on Nickel Brass by error! I think this is a rare mint mistake. RBI has said so far that this coin will be issued in FSS only!
