Is it  KM#70 afghan falus sustained multiple strike, or something else??

The Afghan civic coins were usually valid for one year only. Old coins had to be taken to the mint to be exchanged for new ones (at a small fee, of course :)). The old coins were often not re-melted, but overstamped.

Thanks, Dear Peter! but 1 year falus validity sounds really strange for me cause during my more than a year stay in Kabul I had dozens of falus passing through my hands and I've never seen any re-strike or overstamp :-\
