In the 1950s and 1960s the Romanian 1 ban, 3 bani and 5 bani coins did not carry a country name.

In a way they don't, in a way they do. :) The "RPR" is the abbreviation of Republica Populară Romînă.

Yes, but it appears as part of the coat of arms / national emblem. It is not spelt out specifically on the coin. If you did not know the emblem, then you would not know the country - assuming you were not a numismatist and didn't know what ban and bani were.
