officially cancelled coin?

I don't know if it is a work of someone outside the mint or not, but I have seen coins coming from the Spengler Collection having these cancellation marks. These coins were purchased (according to the notes he made on the holder) circa 1980.

I also have an older coin 1861 pattern with the last "1" roman numeral ("I") which was officially cancelled by the mint and they cancelled the coin by cutting it with a shear. I have seen some other coins cancelled this way. I have also seen many Portuguese India coins being offered which have been demonetized by flattening them on one end by the mint. It seems that these were the two methods of cancelling coins and waffle marking them was not one of them. I can only speculate based on anecdotal evidence and have no other proof with me.

looks ok to me but i think its over priced and i would not buy any of these from an unknown source without seeing it in hand.

sir, even i am not interested in buying this coin. The question is whether the coin was mutilated by the official agency or not?. If it is by the official agency, why would they do so?  ???

lot of coins were cancelled when we shifted from silver to base metal.  for obvious reasons man more were hoarded.  the coins were cancelled so they could not be used as legal tender.  whether this particular pieces was done at the bank, at the mint or post 2000 needs to be determined which i cannot do with just a picture. 

the price at which it is selling would make me stay miles away from it.
