That's how your average mandarin expresses himself, not a license to do something else without asking him first. Elderton may have asked him first without putting it in writing, but in his place, I would have covered my back with a document trail.

All I can say is that I cannot be sure all the documents are represented here. It was however very kind of the Royal Mint to take the time to compile them and send me copies. That's called going the extra mile, I think, and I emailed them my thanks.

Quite true of course - but taken literally it still means what it says!
