Turkey: Galata Bridge token 20 para (1912)

Here's another from my Tin of Weirdness. In this case I'm less certain that the language is Arabic. I also don't know what the significance of the 20 is -- denomination? If so, what currency?

Any ideas welcome!

Edit: sorry, forgot dimensions: Brass, 19.0 mm, 1.62 g.

Excellent, thanks... presumably from before the mid-1920s when Turkey converted to the Latin alphabet, but do you know how far before?

Twenty para token from the Galata Bridge across the Golden Horn in Istanbul. Used from 1912. Tolls were abolished in the 1930's, but I'm not sure the tokens were used till the end. You can still walk the bridge for free.
