India : Error 10 Rupee Note - Bleached???

I have this 10 Rupee Note since a long time. The note is almost colorless, but shows clear images of Gandhi and all the prints.
The note looks to be Genuine since the Security Thread and Watermarks are present.
The note does not have any serial number.

Has this note been tempered? It looks as if someone has bleached this note. Can the serial number be removed by Bleaching?

Given the condition, should we call it error?
It looks like it got washed quite a few times ...
Well getting the numbers off by bleach ... don't know ... unless we try it we will not know [the govt doesn't tell which ink it uses].

If any letters or numbers are washable, there will be flood of error notes in the market.

I can't guess if by bleaching serial no of notes can be removed .



But we can take example :

Usually in India places like local bazaars / vegetable markets/sea food markets near  coastal areas where heavy rains are happening (during monsoon also), all  street  vendors keeping such notes without much protection  and usually these paper notes get wet without causing  severe  damage to currency notes.

The note more looks like got left in pocket and washed in a machine  >:D

Now whether this just removed the numbers and kept the other image, is hard to tell, plus depends on how the note was folded in pocket ... looks like one layer got washed out ...
