That is actually the Austrian federal eagle, introduced in 1945: an eagle with a mural crown at the top, and the Austrian shield (red-white-red) in the middle. In its feet (claws?), a hammer and a sickle, and the broken chain. Most parts had already been in use between 1919 (End of WW1/First Republic) and 1934 (Austrofascism/End of First Rep.) - the mural crown, the sickle and the hammer represent the three social classes. When the federal eagle was re-introduced after WW2, it also got the broken chain, as a symbol of the '45 liberation.

Austria does not use that eagle on its modern coins though; the 10 schilling piece had it until 1998/2001. There is no euro coin with it, except for a proof-only €20 collector piece from 2003, I think. Here is the wing of a German eagle (basically the same eagle design as on the value side), held or rather constrained by a chain. That coin was issued in 1994 and commemorates, in a narrower sense (text at bottom) the attempted assassination of Adolf Hitler in 1944, and in a broader sense (text at top) the Germans who opposed the nazi regime before and after that date.

Oh, and -- does the depiction of a chain reaction count too? ;)

On the Spanish coat of arms, there are some chains in relation to Kingdom of Navarre, so you can see them on many coins. Just a pair of quick examples :

You are right, of course. :) Thanks for posting the info and that image! Also, I suppose that the eagle with its attributes will hardly ever show up on future Austrian collector coins. The €5 coins have the the CoAs of the states, and the others have an issue-specific design on each side ...

I don't chase after proof coins or collector coins. Well usually not but I like the design well enough to buy in in 2003.

The chain is pretty small but still there.

I am pretty sure with wing feathers like that depicted it couldn't fly  >:D
