1961 Pakistan 1 paisa KM16 or KM17 - how do you tell?

The size and weight seem to be the same for both coins 1.4gm, 16mm. Please help ID

KM#16 has "One Pice"
KM#17 has "1 Paisa"

so this one would be KM#17.
