Found out through the Calcutta mint, they are shipping online order now.  Orders through bank draft (like mine) will be sent out in October. 

I agree, quality is inferior.  Face details are not sharp at all.  I am really disappointed with modern Indian coins: design is so lame (one/two fingers for rupees?!) and minting quality is generally poor.
Defending this hobby against a disapproving family since 1998.

Looks like a die crack.

Very difficult to judge, but I don't think it's a die crack. It's in the wrong place and has the wrong shape. Die cracks are usually on low parts of the coin (high parts of the die) and towards the edge, where pressure is the greatest. They are often quite straight, unless there is a design element in the way. The crack will work its way around it.

This looks like something hard damaged the die when a previous coin was struck.

The dispatch of Vivekananda coin sets began in August and those who had booked earlier got their sets ... I think the dispatch would have been over or would just be over ... when did you book, towards the begning or later

If its 8th April, you should have got your set by now. Were you not in home and maybe the postman returned it? Did you book online or via Post? Write to the mint giving the details and ask for the status ... Good Luck. It's tough to get response from Kolkata mint, relatively easy from Mumbai Mint.
