You must be aware that Mumbai Mint opened a coin shop early this year. Mumbai is selling almost all VVIPs, VIPs, Proof & UNCs issued after the year 2000.

Kolkata mint is also going to open her shop very soon (2-3 days). Lets see what coin sets they bring out from their kitty - wait and watch..

Even if the stock of Kokata Mint's VVIP sets is exhausted; you need not worry.
Kolkata dealers are very cooperative.
They can arrange any VVIP coin set of Kolkata Mint if you pay moolah   
If the dough is sufficient enough; they will arrange VVIPs which were never issued by Kolkata mint

The counter for sale of commemorative coins was inaugurated yesterday. Please see the news-item (TOI Kolkata):

KOLKATA: Security Printing and Minting Corporation of India (SPMCIL), commonly known as India Government Mint, is all set to sell commemorative coin sets over the counter. The coins counter was inaugurated on Friday. with the inauguration of a commemorative coins counter on Friday.
The themes for commemorative coins that will be available are those honouring Rabindranath Tagore, Mother Teresa, Rajendra Prasad, Perarignar Anna Centenary, Louis Braille and Bhagat Singh, to name a few.

The commemorative coins have various denominations ranging from Rs 2 to Rs 100. The mints will be making a total of 3621 such coins that will be on sale from the counter. The counter will be open on all working days and payment can be made through demand drafts, credit or debit cards. anyone can make their payment either through a demand draft or credit/debit cards.

The mint shop was formally inaugurated few days back by the CMD of SPMCIL.
It will open for general public from 24 Jan 12

The Kolkata Mint is in Alipore. The Mint counter is in Mint complex. A google Map should help you.
