I don't know why, but I think it's French:

Slightly differing placement of the 10 on either side.

Maybe, maybe not. Nothing really recognizable as French. Notone of the popular types of numbers. French tokens often prefer olive wreaths over oak and aluminum over brass but there are no hard rules.

Compare this one (both sides are the same) with oak wreath, identified as Chateauneuf (Ile-et-Vilaine), though I don't think it is, it is certainly French.
