While called a lotus, the flower used for making the wreath is actually a water lily (Nymphea Caerulea). The Egyptian lotus is the symbol for upper Egypt. Compare reply #75 upthread for a real lotus.

P.S. I looked up other specimen of this coin. It's not the light. The eyes of the mask are weirdly different.
