One of my friend given me this coin and noticed the "Sa" is missing in Satmev jayete.

I think result of poor striking

"Sa" is not missing. It's definitely there. It's just poorly struck. While this is good observation, poor struck coins like this are getting common now a days with minting quality going from bad to worse.

This coin is most appropriate for the current times. Now a days truth does not prevail.

The coins I have from this type have one or two '1's missing from the date '2011'. They are there but not satisfactorily visible. 
Of course of Kolkata mint.
