Angel token, quarter size, clad, what is it?

This token is about 24mm, the size of a US quarter.
Both sides are the same, an angel coming out of the clouds, no inscription.

It appears to be brass clad onto steel.
It sticks to a magnet.
Found in California.

Anyone have an idea why it was made and what it is for?
