Token with eagle, wreath and value 1

I have the following token:
Square with cut off corners, 33 x 33 mm Brass
O: Eagle with head left in shield
R: 1 in wreath of oak leaves

I think it is German and old, probably 18th or 19th century. I cannot find it anywhere. The arms are not much help because arms with an eagle are very common. Who can identify it?

Yes, the spread eagle is typically German, but, since it has only one head (sign of intellectual poverty or of not being schizophrenic?) it doesn't stand for the German empire. The most obvious candidate is Prussia and they liked oak leaves too. That doesn't get you very far either, but it's the best I can do. Is there any mark of maker or designer on the piece? Try below the ribbon of the wreath first.
