I've finally found out what these were for!  Thanks to an article in Collectionneur & Chineur no 72 18/12/2009.
It was a key for opening the wire cage and thus an integral part of the aforementioned. And obviously a nice keepsake afterwards.  Rather than use a knife or a pair of scissors and risk the servant getting badly cut the champagne houses provided this useful little tool. 8)

Indeed that is something like I imagined, attached to that wire  ;D but had not thought it through to being used as a removal tool.  ::)

I have opened quite a few champagne bottles, but never needed a knife or scissors ???

But not many in the late nineteenth century!  ;)

And I forgot to add the piece is written by Michel Paynat.  Now he does collect some interesting things!  8)

I searched and found four but they had turned into oak leaves! brass, bracteate, about 33mm long.  ;D 3.2g

They do look very similar though, same manufacturer? I wonder.
