Unknown Paisa with mint mark: Gaja? Feather?

Perhaps there is enought information on this coin to make a determination about its origin.  But I can not get it!

  That Paisa could be from Rohilkhand or it could even be one of the Sikh ones.

It doesn't appear to be That kind of feather.

The letters on the obverse seem to have a very crude resemblance to Devanagari. One, in particular, looks like the letter "Ma".

I wondered if the "Ma" was part of "Maharaja". 
If the lettering was Devanagari, it is very crude indeed.
