So what would a holed, 27.9 mm token be used for in the UK? A £2 coin (official diameter 28.4 mm, 12 gram) for a parking access mechanism, perhaps?

Two of their products are Coin Operated Turnstiles and Coin Operated Barriers so they could be used for both entry tokens and parking tokens.

Their site goes on to add these applications:

Coin operated pedestrian applications.

Our Revenue Collection Pods (RCP) have been designed to work in conjunction with all makes of full height turnstiles, tripod turnstiles, paddle gates, speed gates, retractable leaf gate, swing gates and automatic doors.

Coin operated vehicle applications

Our Parking Machine Controller (PMC) has been designed for variable or fixed fee vehicle applications.

This sort of token is often also used in lockers at public swimming pools and gyms etc.
