Title: Civic copper with dragon?

Unfortunately a lot of corrosion on this one.
Could be a dragon but possibly also a bird or something else?
Size: 25mm
Weight: 7.52gr

A real challenge !! (for both faces...)
it could be a dragon looking back a little like Val. n° 81/ 141 (Rasht) ?
The other face shows overstamps ( 2 at least), and the mysterious oval characters at bottom of your picture are likely the eyes of a sunface (with 180° rotation)
With  a rotation of 45° anti-clockwise, at left, there is a long "A" cut by 2 letters " ن " or " ن  and  و " like on Val. n°37 / p105 for Nakhshawan  ???

Indeed very challenging.
For the reverse I still don't know how to do the rotation  ???
