This sort of thing happens in the computer world also. Designers believe they made safe software. Hackers prove they are wrong. A very good way to test software for safety is to hire some bored, hacking students to see if they can crack the software.

You could do something similar with banknotes: hire some people with graphic and computer skills to test the design of new banknotes.
