Your question is apparently a bit vague. You have already found ruler and mint. Date and regnal year seem to be off-flan. There is no agreement on what is scarce or rare.

My understanding is that the best Mughal coins are those that can be fully identified by ruler, mint, date and regnal year. That's about all I can say. Perhaps you could also consider that coins of all grades and scarcity are worthy of appreciation.
