My hope says "Africa"  ;) , but my feeling says "counterstamped Sous of the Caribbean".   ???

I did not see this countermark anytime before.

I was thinking possibly French colonial Afrasi. :-*  I like your Caribbean sou idea  8)
I've been surfing for Stampees but haven't got anywhere yet..................
