Mint of Norway CEO Kjell Wessel today informed me that these are the designers initials of Johannes Cornelis Wienecke. He designed the portrait on the coin in 1923. The mint used the original plaster model to produce that medal, though the original plaster had the designers initials incuse, which had to be inverted to be able to mint Proof quality.

This mark consists of a W, with a J on the left stroke and a C on the right one. This is the mark of Johannes Cornelis Wienecke (1871-1945) a well known Dutch medalist who designed many coins and medals. The mark shown is used on modern replicas of his medals issued by De Nederlandse Munt.
