Petroleum minister, Dharmendra Pradhan, belongs to Odisha.

Rath Yatra is an annual religious festival of Odisha state and usually a very large gathering of people from all over the world takes place in Puri, Odisha.

About Nabakalebar, see

http://en.m.wikipedia.org/wiki/Nabakalebara

This happens once in 12 to 19 years in the year which has two months (Adhika masa) of Ashadha and as per the Hindu Calendar, is auspicious for conducting the ceremony. The usual correction in lunar year for correcting it ( some thing like leap year every four year but not every hundredth year, in solar year calendars).

For rituals, see

http://www.rathyatra.org/nabakalebar-car-festival.html

Puri is one of the four Dhams of Hinduism, a status very much like what Vatican enjoys among Christians.

This year, about 5 million persons are expected to be present there on 18th July.

Regarding issue of coins, it is a recommended subject from Odisha.

The recommendations are given by each state and final decision taken by appropriate committee in Govt. of India.

It appears a circulating commemorative of Rs 10/- bimetallic has been approved for the occasion.

Also, the Gold coin, as announced by the new Prime Minister may also be issued at the same time.

10 Rupees coin appears to be imagination of the artist.
Currently, the standard design involves Rupees symbol to be used instead of words in English and Hindi.

To give company to the Temple coin  >:D
I don't think there is any reason, the 1000 is biggest denomination so far and symbolic that this is a very old tradition although not 1000 years, but still I guess around 800+

The delay is due to a controversary, so common to India

"NEW DELHI: A controversy has broken out over depiction of Lord Jagannath on coins proposed to be issued in commemoration of Nabakalebara 2015. Months after the central government announced that it will issue coins of Rs 10 and Rs 1,000 denominations to mark the latest edition of the once-in-19-years symbolic recreation of four deities including Lord Jagannath, the design is far from finalised."

The coin shouldn't have been proposed at first place, as Delhi High Court had said (in 2014) that constitution does not permit coins with religious symbols (see here (http://www.worldofcoins.eu/forum/index.php/topic,29699.0.html)).

Delhi high jurisdiction is limited to Delhi state.
There are no mints in Delhi state nor RBI headquarters in that state.

Odisha government is the proposer and is not bound by that judgement.

Why no case on Mother Theresa or Saint Alphonsa coin?

Just a guess. Could be because they are personalities. Like wise Basawharar and Narayana gurudev didn't figure.
There was a case to include Mahavir Jain, but it was to old in past. The Gur-ta-gaddi coins were not in circulation.

But ya over all quite strange.

On mata coins even Hindu groups are upset as coins can be used in meat, liquor shops and its disrespect to the deity.

SJTA refuses view on coin

February 06 2016

Puri, : The Srimandir administration has declined to offer any suggestions to the Union culture ministry on the design of the proposed Nabakalebara commemorative coin, which had earlier run into a controversy.

The Union culture ministry had recently written a letter to Shree Jagannath Temple Administration (SJTA) seeking its suggestions on the design. SJTA refused to give suggestions saying the culture ministry had not sent it a sample of the proposed design.

According to sources, a decision to mint coins to commemorate the Nabakalebara festivities was taken by the ministry earlier. As per the plan, it was decided that coins of Rs 10 and Rs 1,000 denominations would be minted.

A seven-member committee formed to oversee and finalise the design aspects comprised noted writers JP Das, Haraprasad Das, Pratibha Ray, Tirupati University Vice-Chancellor Prof Harekrushna Satpathy, painter Dinanath Pathi, the Delhi-based resident commissioner of Orissa and the deputy secretary of the Union culture ministry.

The original design of the coins had an imprint of the idol of Lord Jagannath during the Sunabesha ritual. However, the design sparked a controversy as some experts said Sunabesha is not a regular ritual of Lord Jagannath and that the lord is not worshipped in this attire inside the sanctum sanctorum always.

While the basic objective to have an imprint of the Lord is to spread Jagannath culture across the world, there were apprehensions that the design chosen could create a different, one-sided impression among followers and devotees of Jagannath on the general look of the Lord’s idol.

Union economic affairs department secretary Shaktikanta Das had also raised his objections to the design with Sunabesha, which finally failed to get the Union culture ministry’s approval.

SJTA, in its reply to the ministry’s letter, said it cannot send any suggestions as the ministry has not sent it a sample of the new design. SJTA administrator (Niti), Pradip Kumar Das, said, “This is a time-taking process. We will be able to give our suggestions only after holding discussions with several outfits of servitors, researchers and pundits after the design reaches us”.

Minister of state for petroleum and natural gas Dharmendra Pradhan on Thursday blamed the state government for the delay in issuance of a commemorative coin of Lord Jagannath to mark the Nabakalebara festival celebrated last year.
This brings a new twist to the controversy surrounding release of the commemorative coins of Rs 10 and Rs 1000 denomination agreed to by the Centre. It was initially slated for release during the festival, celebrated once every 12 to 19 years, in July 2015.
In a letter addressed to Odisha chief minister Naveen Patnaik, Pradhan wrote that the Ministry of Culture has been requesting the Jagannath temple management to furnish a few designs of the Lord. However, the management committee has sought time. The culture ministry had sent letters to the temple management pursuing the matter on February 11, February 24 and April 7.

"In the interest of Odia sentiments on Lord Jagannath, I shall be grateful if you could kindly look into the matter and issue necessary advice the temple management committee to furnish a few designs/photos of Lord Jagannath expeditiously. This will enable them (culture ministry) to to take further action on the matter to release the commemorative coin," Pradhan wrote to Naveen.

An expert committee had earlier submitted a design, which was rejected by the Union finance ministry on the grounds that it had feet of the trinity (Lord Jagannath and his siblings Balabhadra and Subhadra) which is contrary to the limbless idols being worshiped in Puri. The state government had earlier distanced itself from the move citing that the expert panel was selected by the Centre.

Totally unexpected and delayed. Let's see if there is a ceremony for dedication in Odisha.

I guess that by mistake they put the link for three new bookings in counter sale section.

Further there was an error in booking closing dates for National Archives.

Then they moved the three links to appropriate sections

Mumbai Mint is "fleecing" customers! They write payment gateway charges as 0 while paying & even the payment gateway mentions the exact price without extra charges & now I see in my credit card statement, payment gateway charges are added on it!! What a sham & shoddy way to loot customers & disguise the payment gateway charges! Not sure if anyone else noticed this thuggery & deceiving customers! Atleast Kolkata mint is openly ripping & looting customers in form of gateway charges & not hiding it!!!

Price of Rs 1000 UNC coin = 3540 (shown till the last payment page & even in SMS confirmation)
Price charged in credit card statement finally!: 3623.54
EXTRA HIDDEN payment gateway charges: Rs 83.54!!!

Why do they have to fool customers that there is no extra charge & then charge them!!!!

1000 Rs Shree Jagannath Nabakalebara Silver Coin UNC: Amazon.in: Toys & Games (https://www.amazon.in/1000-Shree-Jagannath-Nabakalebara-Silver/dp/B07T43WGVC/ref=sr_1_54?keywords=coin&qid=1561105838&rnid=3576079031&s=toys&sr=1-54)

Got mine finally yesterday! Its strange people are receiving the same set over a period of 2 months, rather then in the same slot!

I ordered on the first day of the booking opening and thus received it faster.
