The inscription under the portrait reads: the Honorable Sheikh Amin Tarif (فضيلة الشيخ امين طريف).

Apparently, he was the spiritual leader of the Druze in Israel, see http://en.wikipedia.org/wiki/Amin_Tarif.
The reverse of the medal praises his religious merits.

So, the medal could have been produced in Israel or the neighboring countries. But maybe there is a Druze community elsewhere.

The old fellow looks familiar but can't place him.

Its not Saudi Arabia - that has a palm tree above the crossed swords.

The Druze community is a fairly influential minority in Lebanon. But in absolute numbers, the majority reside in syria
