What exactly is the difference between 1 Rupee ( 2007-2008) and
 1 Rupee ( 2009-)?

The difference between the 1 rupee coins    is the portrait of Quaid-i-Azam. 2007 one has the larger bust and the 2009 with a smaller bust.

Has Pakistan subcontracted its minting to foreign mints?

For circulating coins Pakistan didn't acquire services of any foreign mint. But the 1977 silver and gold coins were minted by royal mint UK, and Venezuela mint.
