At least I can figure out the denomination and date. That leaves the text up above on the left picture. I presume it is the country name. It's very long, but I have observed a degree of negative correlation between the length of the official country name and the degree of dictatorship.

The flowers surprise a little. The tulip seems more popular on coins of Iran.
