1000 rials for commemoration of the "half Sha'ban", important religious holiday and birthday of the 12th Imam al-Mahdi on 15th.

At least I can figure out the denomination and date. That leaves the text up above on the left picture. I presume it is the country name. It's very long, but I have observed a degree of negative correlation between the length of the official country name and the degree of dictatorship. :)

The flowers surprise a little. The tulip seems more popular on coins of Iran.

Yes Peter, it's well the country name, as seen on all other coins :
 " مهوری اسلامی ایران ": Islamic Republic of Iran"
