The last time I saw one of those was years ago in Viet Nam. The suggestion was it was a token for buying a drink or for use in a gaming machine and from the French Foreign Legion. I have no supporting evidence for this.

French slot machine token. Bussoz is a gaming machine maker. They were used in quantity, in particular in the period 1916-1923. They are easy to find without holes.

Same ting. French gaming tokens. I can only speculate on the holes. I think they were added to make it more difficult for people to use a token bought elsewhere in the gaming place where the tokens had holes.
