I don't think that the mint could be Rasht.
at first glance we can see a sword  ...  I think that parts of the still legible legend  give : " ...falus...umi"
No doubt that your coin is a civic copper of Urumi mint.

Thank you saro,  looking in Valentine at Urumi mint I can see how parts of it are clearly visible on my coin
