When I asked the Royal Mint Museum about the designer of the Bhutan 1979 coinage and received this reply:

Registered files provide few details but the engraver's books show that the models were produced by Stuart Devlin.



So, more fine work by the late Stuart Devlin, though we do not know who produced the original designs.
