I can't find this type under Iran? but otherwise it could be central Asia,

I had already looked in Valentine but there is only one from Tabiristan, 'Falus Eagle' on zeno brings up just two coins, one from Afghanistan & one from Sultanabad in Iran.  Is the double headed Eagle a hint of Russian influence I wonder?

This coin is not on Valentine but you didn't well looked at Zeno !  ;) there is one here; it is also  listed by B. Alaedini (p.68); the full legend is " falus Teheran". on your coin the mint name is well legible.
And yes, I think that the double headed eagle is of russian influence; copper coins from Russia have been often overstamped  to strike persian coppers.

Another good coin !  coming from an old collection if I judge from the china ink ref n° written directly on the coin like it was (curiously) in use in the past  ???

A great example of deformation of the unknown into a known. On Russian coins, the eagle typically has a scepter and a globus crucifer in its claws. Those were unfamiliar objects to the Iranian die-sinker, so he turned them into what looks like spurs, objects he must have been familiar with.

I did not realize that the black smirches were china ink writings until you mentioned it. The other coins from the same lot do not have such defacement. So this one seems to have already travelled through several collections.

Yes the double headed eagle got new items into its claws  :)
