A complete mystery to me this one....wondering if it is Afghan?

Correct ! it is, I think, an unpublished falus of Mahmud Shah Durrani struck in Kashmir.
The 1st picture is to rotate 90° and then shows (with some difficulties  ::) ...) a complicated arrangement of  Mahmud Shah"
the lower scan gives from bottom : (zarb = off)/ Kashmir / falus ".

It exists a rupee of Kashmir dated of the 1st year of Mahmud second reign (= 1224 AH) with the same obverse (I'll post it soon), but no record of the copper falus.

Here joined : Whitehead's sketch for rupee n°1148 / Kashmir mint yr.1 ( ahd) and the corresponding overlay on your copper coin.

I have now found a reference for this falus which is indeed listed by Whitehead ( :-\)   :
 "Mahmud Shah 2nd reign / Kashmir mint, coin n° 1152 / illegible date / 9,72g)"
a scarce coin with beautiful writing  :)
