Italy KM# 111-Braille Issue?

This is the first bimetallic issue of Modern World.Though mine is dated 1989,it was first issued in 1982.
There is some dot like arrangement at the periphery.I guess it has some relation with Braille system.If yes,what does it mean?

Pretty much the same as what it says at the bottom: "L. 500" ... Not sure why it was put on the coin. As far as I know, Braille characters in that size are too small for blind people. But the design on the whole is a good one.

Yup.In-fact the whole series of 500 Lire commemoratives is impressive.I just miss one (The European Union).But the Braille system is shown only on this coin.
