Commemorative coins in lieu of circulation coins

Many countries have started issuing commemorative coin in denominations just above the point where regular circulation series ends.
There could be many reasons for that.
One of the reasons is that smaller countries mintage figures will not permit them to make fine distinction.
Another reason is that coinisation of a higher denomination is tacit acceptance of inflation eating its way in to coinage and a politically not a very savvy move.

Countries include Iran ( 2000 and 5000 Rials) Croatia ( 25 Kuna) Russia (25 Roubles) Pakistan (20 and 25 Rupees) Angola (20 Kwanza ) etc.

Which other countries have taken advantage of this route to introduce new denominations and pushed the coin - note boundary?
