By its style it seems that it's well a falus from Afghanistan; unfortunately there is no mintname visible and it isn't easy to say if the upper line over "falus" belongs to a city name ?
This leef symbol is often found on Qandahar (Ahmadshahi) and Herat and you can see few ones on WoC records (Index of coins of Afghanistan)

Yes, you are probably right, the upper letter could fit with Kabul.
