These are two Re. 1 coins of Republic India from my collection. Both are from Hyderabad mint with a "*" mint mark below date.  As the cost of metal continued to increase, the size of the coins were reduced in 1982. The One rupee coin was made to 6 grams from the older 8 grams standard. The Key elements of the design remained same. A septagon ring was introduced on both side of the coin. The Die Varieties continued with quite a few variations, the Security edge gave way to reeded edge from 1988 before the design gave way to Steel in 1991. In these 3 years we have coins of both reeded and security edge.
The material is an alloy of Copper & Nickel, the weight is 6 grams and the diameter is 26 mm. It's KM number is 79.1. Year-wise and Mint-wise, these two coins are amongst the "hard to find" coins of Republic India.

The hardest to find is 1982 small coin. Very expensive.  :)

But yes, the 1986 Hyderabad is scarce, however I think 1987 Hyderabad is pretty common.
Then there is also 1988 Noida that I am still missing in my collection, I guess relatively scarce.

In http://coinsofrepublicindia.blogspot.in , both the coins have been marked as "very rare". Is that incorrect ?

rare, scarce, hard to find - all depends on what they have benchmarked as a scale.
Thx

Compare the distance between the rounded corners of the septagon and the edge of the coin and you will find at least a different size on the Asoka column side, maybe also on the denomination side but that may be my imagination. The 1986 coin was struck with a worn die, so a tiny opening between die and collar allowed some metal to form a high edge from 1 to 5 o'clock.

An unidentified coin is a piece of metal. An identified coin is a piece of history.
