I have beaten my head against this coin for two hours and it still resists.

Evidently it is a coin from Turkey, evidently dated 1327 (1909-1915), evidently a 20 para, evidently KM# 761.

If all that is correct where the heck do you find the Regnal year?

The regnal year is in the red oval. On islamic coins of this period, there is usually relevant information below the toughra: denomination or regnal year or date.

I included an exerpt from Richard Plant's Arabic coins and how to read them, because he explains better than I can that this coin (his drawing shows a coin from the same series) is very significant for Turkish history.

An unidentified coin is a piece of metal. An identified coin is a piece of history.

Thanks for the help. So this is year 6 and the honorific is Reshat.
