Kabrousse is apparently a place in Senegal. Don't think they have their own currency there. Could be a phantasy issue, or maybe a medal that honors the woman depicted on the piece. Either way, the mintage figure (200 for that copper piece) does not suggest "real money" in my opinion.

Side note: Isn't it a little strange to use the word "moitié" in this context? I would have expected "demi" instead ...

Yes, I suspect someone has used a dictionary rather than knowing the language ...
