Ottoman Empire, Mahmud II, a medal ?

Maybe someone can tell the use of this issue:



Turkey, Ottoman Empire, Mahmud II (AH 1223-55 / 1808-39 AD.), dated accession year AH 1223 + regnal year 28 = 1836 AD.,
(a medal, a token or an intended decoration pendant?) (30 mm / 3,16 g), brass, axes irregular alignment ↑↗ (ca. 40°),
Obv.: tughra (or signature of the sultan) of Mahmud II in flowers and wreath.
Rev.: ۲۸ / ... / ۱۲۲۳ , (28 / … / 1223) , regnal year, Arabic text and date in flowers and wreath.
