China, cash Chung Chen (1628-1644)

This is Remmelts 177, a blank reverse cash cast under emperor Chuang Lieh (Ming dynasty). It came with a little sealed label attached. I think the last line on the label is chung chen tung pao, but what might the middle line be? The label is secured to the coin by a red wax seal. My best guess is that this is an export license. Can anyone confirm or deny this?

The middle character on the label is "Ming", as in the dynasty.  I can't make out enough on the wax seal to be of much help. unfortunately.

The label reads 'Last Emperor Ming Dynasty Chung Chen Tong Bao'. Although the wording is indistinct on the wax seal the character for 'decision' can be made out so it would appear that the seal represents official approval for some action to be taken with the coin. Whether it would be an export license is unclear.
