Those pieces were made at the British Royal Mint. It was a big order for them.

which I did a number of years ago. That page does not give the answers particularly clearly... but it is from when the facts were not so well known... also since I wrote it the British Royal Mint's logo has changed...

The German language World Coin Catalogue by Schon clearly states how the 1 Rupee "1985" with diamond under "1" and the 2 Rupees 1999 as shown in this topic were all made by the British Royal Mint in Llantrisant, Wales. Schon has good contact with this mint. (Other books may make errors from time to time....).

It includes a tower along from the rose and the crown.

There is a private pseudo coin distributors that calls itself "Tower Mint". They have nothing to do with official UK coinage. The name was chosen to confuse people into thinking that they are the British Royal Mint (formerly Royal Mint.) Others such scrap dealers, like the "London Mint Office" employ similar disgusting marketing ploys.

The Royal Mint was for a long time inside the Tower Hill complex and was therefore also (but not officially) known as the Tower Mint. By 1999, the Royal Mint was no longer in London, so a reference to the "Tower Mint" is wrong.

There is a private pseudo coin distributors that calls itself "Tower Mint". They have nothing to do with official UK coinage.

The Tower mint do make circulation coins (unlike the "London Mint Office"), Gibraltar is their main customer.  As Paul says upthread they do not have facility to mass produce millions of coins.
