Unhindered by factual knowledge, but looking at the price quote in KM and in spite of the mintage, I would tend to agree.

Nepal circulates mostly banknotes.
Coins in circulation are very rare and only 1, 2, 5 Rupees.
It is unlikely that you will receive an infrequent 25 Rupees coin for change.

Circulating here means that the coin could be had at face value from the Nepal Rashtra Bank ( Taksar Branch) Kathmandu, Nepal.
Commemorative means that apart from limited mintage, this offer was only during a defined period, subject to availability or till the stocks lasted.

I can buy commemorative coins at the bank (subject to availability).
But I'll be crazy when I pay with this coin in the store. .

If you get a comemmorative coin at face value ( or less) then you might use it in the store, if the store in charge accepts it.
