At first glance, before looking it up: there's something up with the mintmaster's initials. The M is overstruck on something and the Ф looks like it's overstruck on a Г.

Looking at KM, there's an 1812/11 variant, and the mintmaster changed between those two years, so it's 1812 MФ overstruck on 1811 ФГ. But even with that knowledge the 2 doesn't look like it's overstruck on a 1 to me. But the initials clinch it.
