Egypt, Nasser commemorative - circular mark

Can somebody explain the circular mark below pharao´s head:



(for changing the size of the picture in your browser use ctrl + / - )

It´s there on all denominations of this series. A mint mark or engraver´s mark?

Krause does not explain this (as usual).

The circular mark is the signature of the designer. Nasser was president, not pharaoh, by the way.

To me all Egyptian presidents have also been a pharao  ;) - til the revolution of last year send the last one into jail.
