Iranian fulus with pictures on both sides

Please, help to identify the coin. Its weight is 7.81 g. 

As for me it isn't overstruck or doublestruck. 

And one more question – I can't find other examples of late Iranian civic copper with pictures on obverse and reverse.

It was published: Valentine W.H. Modern Copper Coins of the Muhammadan States... - № 17, р. 102.

The coin was overstruck.
It's one of not frequent occasion when we can know a coin on which it was struck -
earlier type of Erivan copper.
And interesting arrangement of reverse legend.
